Freebie promises: Can BJP shower them in its manifesto?

Speaking at a program held in Bundel Kant, Uttar Pradesh, Prime Minister Modi had said that free schemes are very dangerous for the development of the country. Debates about free programs followed in the public domain.

In this situation, assembly elections have been announced in Himachal Pradesh and Gujarat. While the BJP is making serious efforts to win these states, the Himachal Pradesh state manifesto has been announced on behalf of the BJP.

In the election manifesto released by BJP National President J.P Nadda includes promises such as free bicycle to girl students from class 6 to 12 and free scooty to girl students going to higher education.
While senior BJP leader AshwiniUpadhyaya is going to the Supreme Court for banning freebie, Prime Minister Modi has spoken harshly against freebies, now BJP has been showering promises of freebies in the Himachal election which has drawn criticism.

Why can't Prime Minister Modi implement the no-freebie policy even in his own party?
