Governor rule taking place in TN ?

Mr. R.N Ravi who was appointed by the Union Government as the Governor of Tamil Nadu has been acting contrary to his oath of office according to the Constitution since the day he took office. This is an allegation made by various parties and social activists.
 

Acting as the leader of the opposition in the Tamil Nadu government, he has completely unsavoryly running a rival government day in and day out through his Raj Bhavan activities against the  elected  'Dravidian model' government in Tamil Nadu with M.K.Stalin as its chief minister.  
The Supreme Court had already expressed its disapproval of his action in the Perarivalan case last year. “The State Governor is bound by the decision of the State Cabinet. 
It is clearly stated that it is not possible to act with a single point of view".
Article 163(1) of the Constitution makes it clear that the Governor is a member of the Cabinet; According to that, they can perform their duty. 
 

And in some other cases many such judgments have come out recently.Now a message has been sent from Raj Bhavan announcing  5 Lakh and Certificate of Appreciation – “Governor’s Award for Social Servants” – Last date to apply is 31st July.The Government of Tamil Nadu has been recognizing and presenting several awards every year for many years. 
 

Is this an attempt of  'competition' or making a separate advertisement ? What is happening in Tamil Nadu, is the Governor's rule taking place?  Is this permissible?The Governor's  salary and other expenses are covered by the Tamil Nadu Government's own funds as per the Constitution. 
He will give Rs.3 lakh to companies and Rs.2 lakh to individuals. Is this notification necessary?This announcement itself reveals that Governor R.N Ravi is running a competitive government against the Tamil Nadu government.
 

It seems to be asking whether the governor is testing the patience of the people of Tamilnadu more and more. The leaders of Tamil Nadu are raising their voice that the democratic forces should unite against him. 
Has this not fallen on the ears of the Governor? With such unconstitutional speech and actions of the Governor, which is strongly condemned, will the people of Tamilnadu rise up at some point?
