Why stepfatherly attitude in case of Madurai AIIMS?

Prime Minister Narendra Modi laid the foundation stone for development projects worth Rs 3,650 crore in Himachal Pradesh yesterday. He also inaugurated AIIMS Hospital in Bilaspur. The foundation stone of this hospital was laid in 2017. This AIIMS hospital has been built at a cost of Rs.1470 crores.

Considering the assembly elections to be held in Himachal Pradesh, the work was completed and inaugurated.
 Prime Minister Modi laid the foundation stone of AIIMS Hospital at Thopur near Madurai in Tamil Nadu in 2019- 15 months after laying the foundation stone of Bilaspur AIIMS Hospital. 

Till now only the surrounding wall has been built there. There is no construction work going on. It just looks desolate. This shows that Tamil Nadu is being neglected in the plans of the Union Government. Speaking to the media in Madurai today, Tamil Nadu Finance Minister Palanivel Thiagarajan has accused the Union Government of reducing the funds for Tamil Nadu projects. The Madurai AIIMS program makes us realize that it is true.
What about the step-parent attitude? When will Madurai get relief?
