E-pass system for Ooty expected to cancel

In a case related to severe traffic congestion, the Madras High Court has ordered that only vehicles with e-Pass should be allowed to drive to the summer resorts Ooty and Kodaikanal from May 7 to June 30.
While the order to limit the number of tourists will ease traffic congestion, there is no denying that local small traders and hill dwellers will face a severe blow. They have expressed their displeasure.
For only a couple of months in the year, the tourist hotspots of Ooty and Kodaikanal are the major economic hope of the hill people. 
If the order is implemented the local people who rely on tourism for their livelihood will be in dire straits as they will not be able to sell their mountain produce. 
They will face economic losses. It will be disastrous for them say the critics.
Although the e-pass scheme, local vehicles that depend only on tourists will suffer from loss of income and will face crisis. So what is the alternative to avoid traffic jams? There has been a demand that the Tamil Nadu government should consider making a way to cancel the e-pass system. 
The public suggest that adequate parking facilities can be provided, additional guards can be appointed and traffic can be regulated.
Will the Tamil Nadu government move to cancel the e-pass system by approaching the High Court and making alternative arrangements quickly? Is there a chance for that?
