Excuses won’t justify Tamil Nadu’s railway fund cuts

The Union Budget announced no new projects for Tamil Nadu, leading to protests by opposition parties, including the DMK. The release of the Pink Book revealed a drastic reduction in funds for Southern Railway projects, from Rs 976 crore to Rs 301 crore, shocking the people of Tamil Nadu.
It is in this context Chief Minister M.K.Stalin yesterday wrote a letter to the Central Railway Minister Ashwini Vaishnava to ensure that sufficient funds are allocated for the projects related to new routes, double track and passenger facilities in Tamil Nadu.
Union Minister of Railways Ashwini Vaishnav has responded to this letter immediately but it is welcome but he says that the cut in the allocation of funds is due to the delay of the Tamil Nadu government in acquiring the land. It is the responsibility of the Tamil Nadu government to acquire the land. There will be many problems like land owners protest and litigation. The Tamil Nadu government has already announced that it is actively taking up land acquisition activities.
What does that have to do with funding? It would be fair to blame the Tamil Nadu government for not being able to spend the allocated funds.
Therefore, whatever excuses the Railway Minister gives; the people of Tamilnadu will never accept it. There is only one solution. As requested by the Chief Minister, the central government should allocate and announce adequate funds for Tamilnadu railway projects & give assurances for the same.
Is the central government going to side-line the people of Tamil Nadu in this too  in the case of not giving a single penny to the metro project? The railway minister's excuse seems to indicate this.
