Is the Enforcement Directorate (ED) a puppet of the Union Government?

The activities of the Enforcement Directorate (ED), which is headquartered in Delhi, have been severely criticized. Union Minister of State for Finance Pankaj Chaudhary has given a written reply regarding the cases prosecuted by the ED in the last 10 years.
In it, “Out of 5,892 cases prosecuted by the ED, only 1,398 cases were tried in court. Due to the lack of evidence in the ED cases, charge sheets were not filed in 77% of the cases. In 10 years, convictions have been imposed in only 8 cases, and the culprits have been punished in only 0.13% of the cases,” which has caused a stir across the country.
In important cases, justice is not delivered by the investigative agencies controlled by the state governments; the cases are handed over to the ED, the CBI, etc., on the assumption that if they investigate, the culprits will not escape. But if we compare the information released by the Union Minister in Parliament, one is left with only shock.
If the culprits were convicted in only 8 cases out of 1398, then the doubt automatically arises that the vast majority of the remaining 1390 cases are just anecdotal. How many politicians and innocent people have been affected by the baseless investigation; have they been harassed, have they been unnecessarily imprisoned? Questions arise one after another. What is the Enforcement Directorate going to answer all this?
All the opposition parties are already accusing the Union government of using investigative agencies like the Enforcement Directorate, CBI, and IT as its puppets. The statistics that have been released now seem to confirm those allegations.
Trinamool Congress MP, who raised a question in Parliament regarding this,  Saket Gokhale has harshly criticized, “Prime Minister Modi’s government has used the Enforcement Directorate as a private mafia to target opposition parties. After spending crores of public money and imprisoning thousands of people, the Enforcement Directorate has a success rate of only 0.13% in 10 years. The Enforcement Directorate is nothing but a criminal syndicate of Modi and Amit Shah.”
It is worth mentioning here that the Supreme Court has repeatedly condemned the Enforcement Directorate for its abuses during case trials.
Is the court’s verdict the only punishment? In most of the cases handled by the Enforcement Directorate, those arrested have been subjected to interrogation, time wasting, imprisonment, mental anguish... and other hardships? Isn’t all that a kind of ‘punishment’ for the innocent? Innocent people should not be punished in any way?
So, the information provided by the Union Government is the only way to determine the functioning of the Enforcement Directorate  It has been exposed.   Unless the Enforcement Department, which has autonomous powers, realizes its responsibility and starts acting without being coerced by anyone... without giving room for accusations, there will be no redemption.
 May the Enforcement Department's actions at least be such as to refute the accusation that it is one of the puppet forces of the Union Government!
