Let the common have access to Bharat rice!

Products from the central government, such as Bharat rice dal, wheat flour, are offered at reduced costs in a number of locations. Several parties are gaining from this. However, the common man has not yet completely benefited from this.
Bharat rice and wheat flour must be sold at railway stations for subsidized prices, per an order by the Railway Board. 
The Union Ministry of Food and Public Distribution administers this selling initiative. The department has been authorized to sell rice and wheat flour for three months as a trial runs in the first phase.
One kilogram of rice would cost Rs. 29 under this arrangement, while one kilogram of wheat will cost Rs. 27.50. Reasonably priced items are to be sold under the brand names Bharat rice and Bharat Atta. 
This sale will be conducted via a mobile vehicle. This sale is scheduled to take place for two hours in the evening at the railway station entry area.
Advertising banners are allowed only on the automobile used for the sale. Requirements like microphone setups are are permissible for this program.
Additionally, the Railway Board has ordered that the railway department  should not impose any fees for this sale or normal parking fees.  Without a doubt, the plan would significantly help commuters and the underprivileged groups. 
The central government intends to make this program permanent, depending on how well it is received.
However the railway stations where the sale will take place has not been notified. In large cities, the plan will be highly appreciated at train terminals where a lot of people arrive and depart.
This idea has two drawbacks: sales are only permitted in the evenings and most railway stations only see a few trains each day. Passengers on trains cannot possibly gain anything from this.
The public thus expects this program to be expanded in order to offer necessities like rice and wheat flour at reasonable costs not just at train stations but also at bus stands and major thoroughfares where people gather in large numbers.
If this plan is expanded to include Municipalities and Municipal Corporations, it will undoubtedly be favourably appreciated.
