Stray dog menace - Will court orders bring an end?

The Supreme Court has taken suo motu cognizance of the increasing number of stray dogs attacking people, especially children and the elderly, on the roads and streets of Delhi, and the subsequent increase in rabies deaths. A bench of Justices J.P. Pardiwala and R. Mahadevan heard the case.
Solicitor General Tushar Mehta told the court that a place had been identified in Delhi to relocate stray dogs, but the project was stopped after animal rights activists got a restraining order.
“We have to find some way to ensure a dog-free area, only then will children and the elderly feel safe,” the judges said. The judges questioned whether the so-called animal activists can bring back the children who are losing their lives,” and ordered that action be taken soon.
The problem of stray dogs has become widespread not only in Delhi but across the country. In Tamil Nadu, where there used to be one or two dogs on the street everywhere, especially in urban areas, it has now increased to ten or fifteen. Who knows which dog will bite? Stray dogs chase and bite not only children but also adults. Parents are afraid to even send children to nearby shops alone.
 The Supreme Court order has also resonated in the Madurai bench of the High Court. Saravanan, a resident of K.K. Nagar, Madurai, filed a petition in the Madurai bench of the High Court. In that petition, he stated, "Street dogs are not properly controlled in Tamil Nadu. Due to this, many children and elderly people are injured by street dogs every day. Therefore, an order should be issued to control the stray dogs and cattle roaming on state, national highways and public roads."
The petition was heard by Justices S.M. Subramaniam and Arul Murugan. In the order issued at that time, the judges said, "Swift action should be taken to prevent the deaths of elderly people, women and children due to bites by street dogs. Children and elderly people are affected by street dogs roaming on the roads. Due to this, deaths are occurring all over Tamil Nadu." They also pointed out the Supreme Court's order.
That is, the government should act immediately to prevent the dangers posed by street dogs. Appropriate measures should be taken to ensure that children and elderly people are not affected by street dogs. For this, the court has instructed all departmental officials to work together.
There is no doubt that the Tamil Nadu government will immediately take action as per this order. Chief Minister M.K. Stalin has already held consultations with officials regarding the control of street dogs.
The public is waiting with the expectation that the nuisance of stray dogs will reduce due to the measures to be taken to allay fear. It is never acceptable for the safety of children and elderly people to be questioned.
